This bill requires the Department of Highway Safety and Motor Vehicles (DHSMV) to create a "Play Ball" specialty license plate for vehicles in Florida. A new annual use fee of $25 will be established for this plate, with the collected fees being distributed to American Dream Baseball, Inc. Initially, American Dream Baseball, Inc. will keep all proceeds to cover the costs of developing and issuing the plates. After these startup costs are recovered, the annual use fees will be allocated with a maximum of 10 percent for promotion and marketing of the plate, another maximum of 10 percent for administrative costs related to the plate and American Dream Baseball, Inc.'s programs, and the remaining balance will fund American Dream Baseball, Inc.'s activities, programs, and projects. The bill also specifies that the plate must display "Florida" at the top and "Play Ball" at the bottom.
