This bill requires members and executive directors of expressway, transportation, bridge, and toll authorities to comply with financial disclosure requirements and prohibits them from certain activities for a period after leaving their positions, such as representing others before the authority or working for entities with contracts they were involved in, with violations punishable under state law. It also expands the purposes of the Tampa-Hillsborough County Expressway Authority to include "managed lanes," which are dedicated lanes on expressways that may have variable tolls or other restrictions to manage traffic flow, and grants this authority the power to construct and operate roads and managed lanes in contiguous counties with their consent. Additionally, the bill clarifies that members of these authorities cannot serve on other transportation-related boards that have audit oversight of the authority, and lobbyists are prohibited from being appointed or serving as members.
