This bill makes several changes to Florida's transportation and motor vehicle laws, including requiring the Florida Transportation Commission to monitor the Mid-Bay Bridge Authority, revising notification procedures for suspending driver licenses of individuals delinquent in child support payments, and mandating that the Department of State consult with the Department of Law Enforcement (FDLE) to establish a retention schedule for records from automated license plate recognition (ALPR) systems, which are defined as systems using cameras to convert license plate images into readable data. The bill also authorizes testing of autonomous vehicles on certain roadways designated by the Department of Transportation and applicable local governments, modifies rules regarding the suspension of driver licenses for drug offenses and theft, allows for digital proof of driver licenses, and adjusts fees and procedures related to specialty license plates and vehicle registration. Additionally, it clarifies regulations for bus passenger loading/unloading, unattended vehicles, windshield coverings, and self-service gasoline stations, and revises provisions for acquiring and disposing of property by the Department of Transportation, as well as rules for Metropolitan Planning Organizations (MPOs) and economic development transportation projects.
