Schools that teach pet grooming must also be licensed by the Board, and their programs must be conducted by licensed pet groomers. Businesses offering pet grooming services must register with the Board, provide proof of general liability insurance or a letter of credit, and adhere to specific facility standards, such as maintaining sanitary conditions and ensuring adequate space for caged pets, while prohibiting the use of drying cages. All licensed groomers and registered businesses must display their licenses and registrations publicly, and businesses are required to maintain a file of pet incidents, including injuries requiring veterinary care, severe illnesses, and deaths. The Board is empowered to suspend or revoke licenses and registrations for violations, including false statements, failure to employ licensed groomers, or non-compliance with facility and incident reporting requirements. The act also mandates a public information campaign to educate consumers and provide a toll-free number for inquiries and complaints, with the licensing and registration requirements taking effect 360 days after enactment.
