This bill establishes a pilot project to allow voters in military service on active duty overseas, along with their eligible spouses and dependents, to vote in certain elections using the Internet. The Secretary of State is tasked with creating a secure, auditable, and private Internet-based voting system for the primary and general elections of the year the bill becomes law, incorporating federal guidelines and best practices from other jurisdictions. The Secretary will also consult with election officials, provide public notice, and issue necessary regulations. Following the general election, a report will be submitted to the Governor and Legislature with recommendations on whether to discontinue, expand, or permanently adopt Internet voting for this group. Funding for the project will be appropriated from the General Fund, and the act will take effect on January 1st following enactment, expiring after the report is submitted.
