This bill directs the Department of Highway Safety and Motor Vehicles (DHSMV) to create a "Safe and Free Florida" specialty license plate, which will have a $25 annual use fee. The revenue generated from these plates will be distributed to The f2F Life Project, Inc., a non-profit organization, to support agencies that assist victims of sexual abuse, exploitation, or trafficking. Initially, The f2F Life Project, Inc. can use the revenue to cover the startup costs for developing and establishing the plate. After that, up to 15 percent of the annual revenue can be used for administrative costs and promotion, while the remaining funds must be distributed to qualified non-governmental, not-for-profit agencies within Florida that provide essential services like housing, medical care, food, transportation, detoxification, prenatal care, and counseling to victims, with the stipulation that no funds can be given to agencies that charge victims for services.
