This bill directs the Department of Highway Safety and Motor Vehicles to create a "Safe and Free Florida" specialty license plate, which will have an annual use fee of $25. The revenue generated from these plates will be distributed to The f2F Life Project, Inc., a non-profit organization, which will use the funds to support victims of human trafficking and sexual exploitation. Initially, The f2F Life Project, Inc. can use the revenue to cover the startup costs for developing and establishing the plate, and thereafter, up to 15 percent can be used for administrative costs and promotion. The remaining funds must be distributed to other qualified non-governmental, not-for-profit agencies that provide essential services like housing, medical care, counseling, and detoxification to victims, with a prohibition on charging victims for these services. Agencies receiving funds are restricted from using them for administrative or legal expenses or capital expenditures, and any unused funds exceeding 10 percent of what an agency receives must be returned for redistribution. If no qualified agency applies for funds in a particular county, those funds will be distributed to agencies within a 100-mile radius or to other qualified agencies statewide.
