This bill requires the Department of Highway Safety and Motor Vehicles to create a specialty license plate supporting the "Take Stock in Children" program, which funds scholarship and mentoring initiatives for students. A new annual use fee of $25 will be established for this plate, with the revenue generated to be distributed to Take Stock in Children, Inc. Initially, the organization can use all collected revenue to cover the costs of developing and establishing the license plate. After these startup costs are recouped, up to 15% of the annual revenue can be used for promoting the plate and the cause, and up to 10% can be used for administrative expenses related to the program and the plate.
