This bill directs the Department of Highway Safety and Motor Vehicles (DHSMV) to create a specialty license plate for the "Take Stock in Children" program, a Florida-based initiative that provides scholarships and mentoring to at-risk students. A new annual use fee of $25 will be established for this plate, with the revenue generated from its sale to be distributed to Take Stock in Children, Inc. This organization can initially use all collected fees to cover the startup costs of developing and implementing the license plate, and subsequently, up to 10% for administrative expenses related to its programs and the plate itself, and up to 15% for promotion and marketing of the specialty plate.
