This bill requires that plan amendments for developments that qualify as Developments of Regional Impact (DRIs) must follow the state coordinated review process, which is a streamlined procedure for evaluating large-scale projects, instead of the traditional DRI review process. A DRI is a significant development project that may have a substantial impact on the region's infrastructure and environment. The bill amends existing Florida Statutes to ensure that these types of developments, when proposed as plan amendments, are subject to the state coordinated review process outlined in subsection (4) of section 163.3184, and adds a new provision to section 380.06 that explicitly states new proposed developments otherwise subject to DRI review will be approved through the local government process under section 163.3184(4) instead of the full DRI review.
