This bill makes several changes to Florida's community development and planning laws, including exempting certain local governments from amending their comprehensive plans or maintaining work plans if they don't operate their own water supply facilities and use less than 1% of a large public utility's allocation, allowing conservation easements to be based on digital orthophotography (aerial imagery) and include a right to adjust the protected area under specific conditions, and formally dividing the state into ten geographic regions for the purpose of regional comprehensive planning, with each region assigned a specific Regional Planning Council. Additionally, the bill clarifies processes for sector plans, developments of regional impact (DRIs), and community development districts, and makes various adjustments to the roles and responsibilities of regional planning councils and other state agencies in planning and environmental review processes, while also repealing certain sections related to regional planning council functions and establishing a pilot program for "connected-city corridors" in Pasco County.
