This bill repeals provisions related to regional planning councils and agencies, transferring their duties to the state land planning agency or local governments as appropriate, and allows local governments to create their own regional planning entities. The bill also makes numerous amendments to various Florida Statutes to remove references to regional planning councils and agencies, replacing them with references to counties, the state land planning agency, or other relevant entities, and in some cases, repeals entire sections of law that established or governed these regional planning bodies. For example, it amends statutes concerning military installation compatibility, electric substation planning, hurricane loss mitigation programs, public shelter space, and the Wekiva River Protection Area, among many others, to reflect the elimination of regional planning councils.
