This bill makes several changes to Florida's education laws, including granting employees or agents of the Department of Education access to certain child abuse or neglect records when investigating misconduct by certified educators, establishing the Florida Best and Brightest Teacher Scholarship Program to award scholarships to teachers with high academic achievement (scoring at or above the 80th percentile on the SAT or ACT and meeting evaluation criteria), requiring the Department of Education to administer an educator liability insurance program to protect full-time instructional personnel from monetary damages and defense costs related to their professional duties, and revising the membership of the Education Practices Commission to include more teachers, administrators from private or virtual schools, lay citizens who are parents, former charter school board members or superintendents, and law enforcement officials, while also clarifying residency requirements for members and allowing for emeritus members. Additionally, the bill modifies the process for deferred prosecution agreements for educators accused of misconduct, allowing them to be entered into in more circumstances and permitting a letter of guidance to be issued when a complaint is dismissed.
