This bill requires the Department of Education (DOE) to annually create and publish a numerical ranking of all public schools based on specific criteria, starting with the 2016-2017 school year. Additionally, the DOE will provide at least $1 million in liability insurance for instructional personnel, which are defined as individuals who teach or provide direct instructional services to students. Furthermore, schools that are ranked in the top 25 percent of all schools may hire individuals who are considered experts in their academic field, even if they do not hold a standard teaching certificate, provided these individuals pass required background checks. The State Board of Education will establish rules to define what constitutes an "expert in the field" for this purpose.
