This bill directs the Department of Highway Safety and Motor Vehicles (DHSMV), the state agency responsible for driver licenses and vehicle registration, to create a new specialty license plate called "Sun Sea Smiles." Drivers will pay an additional annual fee of $25 for this plate, with the money collected first covering the plate's development and issuance costs. After those initial expenses are met, the annual fees will be distributed to various organizations: 5% to the Florida Caribbean Charitable Foundation, Inc. for marketing the plate; 30% to the same foundation for a college scholarship program, health and wellness initiatives for Floridians of Caribbean descent, and promoting Caribbean culture; 20% to the American Friends of Jamaica, Inc. for social and community development grants; 10% to Haitian Neighborhood Center Sant La, Inc. for social and community development; 10% to Fanm Ayisyen Nan Miyami, Inc. for social and community development; 20% to the Greater Caribbean American Cultural Coalition, Inc. for promoting Caribbean culture; and 5% to the Little Haiti Optimist Foundation, Inc. for promoting Caribbean culture and youth development. The bill also specifies that a portion of the distributed funds can be used for administrative and marketing expenses by these organizations.
