This bill directs the Department of Highway Safety and Motor Vehicles (DHSMV), the state agency responsible for issuing driver's licenses and vehicle registrations, to create a new specialty license plate called "Sun Sea Smiles," which will have a $25 annual use fee, meaning a yearly charge in addition to standard registration fees. Initially, all funds collected from these plates will be kept by the DHSMV to cover the costs of developing and issuing them. Once those startup costs are recouped, the annual use fees will be distributed to several organizations: 5% to the Florida Caribbean Charitable Foundation, Inc. for marketing the plate; 30% to the same foundation for a college scholarship program, health and wellness initiatives for Florida residents of Caribbean descent, and promoting Caribbean culture in the state; 20% to the American Friends of Jamaica, Inc. for social and community development grants; 10% to Haitian Neighborhood Center Sant La, Inc. for social and community development; 10% to Fanm Ayisyen Nan Miyami, Inc. for social and community development; 20% to the Greater Caribbean American Cultural Coalition, Inc. for promoting Caribbean culture; and 5% to the Little Haiti Optimist Foundation, Inc. for promoting Caribbean culture and youth development, with each organization allowed to use a small portion of their share for administrative and marketing expenses.
