This bill aims to improve the Commonwealth's adherence to the Americans with Disabilities Act (ADA), a federal law that prohibits discrimination against individuals with disabilities. Specifically, it mandates that the Executive Office of Administration and Finance, in collaboration with the disability community, create guidelines for identifying and hiring qualified individuals with disabilities. These guidelines will be applied to all contractors and subcontractors who receive multi-year contracts or grants from Commonwealth agencies, requiring them to commit to hiring people with disabilities and to train their hiring staff on ADA requirements. Furthermore, the Executive Office of Administration and Finance will be responsible for reporting on the progress made towards these employment goals, including specific percentages of employees with disabilities, to legislative committees by October 31st of each year, starting in 2015.
