This bill authorizes the town of Montague to issue one additional license for the sale of all alcoholic beverages to be consumed on the premises, specifically for the Powers Block located at 26-28 East Main Street in the Millers Falls Village, to facilitate the redevelopment of a blighted property under the town's Commercial Homesteading Program. This special license, granted under section 12 of chapter 138 of the General Laws, will be subject to all provisions of that chapter except for section 17, which typically governs the number of licenses. Importantly, once issued, this license cannot be transferred to a different location, though it can be granted to a new applicant at the same location if the license is in good standing with the department of revenue and all taxes are paid. If the license is canceled, revoked, or no longer in use, it will be returned to the licensing authority, which can then grant it to a new applicant at the same location under the same conditions.
