This bill modifies how special education costs are calculated and reimbursed to school districts. It updates the definitions of "assumed tuitioned-out special education enrollment" and "assumed in-school special education enrollment" to use the lower statewide average percentage of students with an Individual Education Plan (IEP) in out-of-district or in-district placements, respectively, based on either the preceding academic or fiscal year. The bill also removes language related to transportation costs in one section and amends another section to change the reimbursement formula for special education program costs. Specifically, starting in fiscal year 2016, school districts will be reimbursed at eighty percent of approved costs, including transportation, if they implement cost-saving measures like regional transportation networks, with the threshold for these costs decreasing over several years, while ensuring reimbursement in fiscal year 2016 is not less than the preceding year.
