This bill aims to enhance the governance and transparency of condominium and homeowners associations by requiring that meeting minutes include decisions directly impacting unit owners, ensuring reasonable notice of regularly scheduled open board meetings with agendas and logistics, and making these minutes available to residents within thirty days of the meeting. It also mandates that the trustee chair of such associations must reside within the governed condominium, be elected annually, and cannot serve more than one year in any three-year period, with a notification process for upcoming elections. Furthermore, residents will have the ability to petition to have a subject placed on the association's ballot for a vote if they gather signatures from at least 25 percent of the complex's total residents.
