This bill authorizes the town of Tyngsborough to issue additional licenses for the sale of alcoholic beverages, overriding existing limits in Massachusetts General Laws Chapter 138. Specifically, Tyngsborough can grant ten more licenses for alcoholic beverages to be consumed on-site, two more for wine and malt beverages to be consumed on-site, and two more for alcoholic beverages not to be consumed on-site. These new licenses will be subject to the general regulations of Chapter 138, except for the sections that set maximum license numbers. The bill also includes restrictions on these new licenses, such as a three-year non-transferability period and specific location and seating requirements for some licenses, particularly within the town center and near certain roads, with some licenses also requiring frontage on specific roads. If a license is canceled or no longer used, it will be returned to the town's licensing authority, which can then issue it to a new applicant under the same conditions, provided the applicant is in good standing with the department of revenue and has paid all applicable taxes.
