This bill establishes a YouthBuild program in Massachusetts, administered by the Department of Education, to provide economically disadvantaged youth, particularly those who haven't finished high school, with education, job skills training, counseling, leadership development, and job placement assistance to achieve economic self-sufficiency. The program aims to improve neighborhood stability in depressed areas by involving these youth in the construction or rehabilitation of affordable housing for low-income individuals and the homeless, while also fostering leadership skills and community development. The bill defines "Applicant" as a public or private not-for-profit agency eligible for federal or state employment training programs, and "YouthBuild" as a program offering comprehensive education, employment, leadership development, and construction training for disadvantaged youth. Eligible entities, primarily not-for-profit agencies with experience in YouthBuild or federal HUD YouthBuild funding, will apply for grants to provide integrated education and job skills training, including classroom instruction and hands-on construction experience, alongside personal counseling, leadership development, and assistance with post-secondary education. Participants will receive a stipend, and the program will offer job placement assistance and follow-up support for up to 12 months after graduation, with a focus on outcomes and program evaluation.
