This bill authorizes the Joint Committee on Education to conduct an investigation and study of existing legislative proposals concerning "At-Risk Students," which refers to students who are identified as being at a higher risk of academic failure or dropping out of school. The committee is permitted to meet during a recess of the General Court, which is the Massachusetts state legislature, to examine these proposals. They are required to report their findings and any recommendations, including proposed legislation, to the Clerk of the House of Representatives by December 31, 2016.
