This bill amends existing law concerning meetings of condominium associations and homeowners associations, collectively referred to as "organizations of unit owners." It mandates that all unit owners receive reasonable notice of regularly scheduled open meetings. Furthermore, all meetings of these organizations, including those of their boards of directors or other governing bodies, must be open to all unit owners and their designated representatives, who will be allowed to attend and speak at appropriate times. The bill specifies that closed-door meetings are permissible only for a limited set of reasons, such as discussing personnel matters not related to professional competence, protecting individual privacy, consulting with legal counsel or in anticipation of litigation, investigating potential criminal misconduct, negotiating business transactions where disclosure could harm the organization's economic interests, or complying with specific legal requirements for confidentiality. If a closed session is held, no action can be taken on matters not permitted for closed discussion, and the minutes of the next open meeting must include details about the closed meeting, including its time, place, purpose, the vote to close it, the legal basis for doing so, and its outcome.
