This bill mandates the installation of video cameras at all entrances, exits, and common areas, which are defined as shared spaces like dining rooms, recreational areas, meeting rooms, and hallways, within facilities operated by the Department of Mental Health (DMH) and the Department of Developmental Services (DDS), as well as private facilities licensed by the DMH. This measure aims to continuously monitor these areas to ensure the safety of residents in facilities such as community-based residential homes, group homes, and inpatient facilities, with the commissioners of DMH and DDS, in consultation with the executive office of public safety and security, responsible for establishing a system to maintain recorded images and create related rules and regulations.
