This bill establishes a Window Falls Prevention Program within the Department of Housing and Community Development (DHCD) to protect children six years old and under from falling out of windows in public housing. The program will educate the public about the dangers of window falls and the importance of installing window guards in all DHCD-controlled dwellings operated by local municipal Housing Authorities and occupied by young children. Within 180 days of the bill becoming law, the DHCD will survey all tenants under six living in public housing to determine the number of children needing protection. The program will also require public Housing Authorities, with community partners, to purchase, distribute, and install window safety guards in units with children under six, and the DHCD is authorized to accept donations of guards or funds for their purchase.
