This bill establishes a statewide Condominium Ombudsman program, housed within the Office of the Attorney General, to receive, investigate, and resolve complaints from condominium unit owners, boards of directors, and other parties involved in community associations. The Attorney General will appoint a qualified ombudsman to lead this program, which will be funded by a $50 fee paid by sellers upon the conveyance of a condominium for over $100. The ombudsman will prepare reports and recommendations for various government entities, act as a liaison to help parties understand their rights and responsibilities under condominium laws and documents, and develop educational materials. Additionally, the bill mandates the creation of a Condominium Mediation Pilot Program, employing at least two mediators to help resolve disputes, particularly concerning delinquent fees, with eligibility for low and middle-income homeowners and senior citizens determined by their income and/or property value, and with fee waivers available for indigent participants.
