This bill proposes to amend existing law to exempt barber shops from certain system sewage flow design criteria, which are standards used to determine the appropriate size and capacity of on-site sewage disposal systems. Specifically, the bill states that the Department of Public Health (the "department") should not group barber shops and beauty salons together when setting these design criteria. Until the department officially distinguishes between barber shops and beauty salons as separate commercial uses, businesses that solely operate as barber shops, as defined by a specific section of another law (section 87H of chapter 112), will be exempt from rules that apply sewage flow design criteria meant for beauty salons. However, these qualifying barber shops will still need to apply to the department for their own specific determination of system sewage design flow.
