This bill directs the Massachusetts Emergency Management Agency (MEMA) to assess and report on the preparedness plans for a radiological accident at the Pilgrim Nuclear Power Station and the Seabrook Nuclear Power Plant, specifically focusing on Barnstable and Essex Counties. MEMA is required to provide its findings, recommendations, and any proposed legislation to the Governor and the Legislature by January 1, 2014. The assessment should cover a wide range of preparedness aspects, including plume transport models, monitoring equipment, notification procedures, communication systems, public information, emergency facilities, accident assessment, protective measures like sheltering and evacuation, transportation, medical support, relocation planning, exercises, training, and the development and review of emergency plans, as well as maps showing prevailing wind speeds. Any recommendations made must be developed in consultation with relevant parties, consider proven safety effectiveness, outline costs and funding, take into account activities of the U.S. Nuclear Regulatory Commission (NRC), and discuss alternatives and implementation stages. Furthermore, if the Governor determines that existing state and local radiological plans are no longer adequate to protect public health and safety, he or she must notify the Federal Emergency Management Agency (FEMA) to withdraw the plans and call upon the NRC to revoke the operating license and begin the decommissioning process.
