This bill requires that applications for motor vehicle registrations include more specific information depending on the applicant's status. For corporations, sole proprietorships, or other business entities, the application must now include their full name and address, and if it's a sole proprietorship, their Social Security number and Employer Identification Number (EIN) or Federal Tax Identification Number from the Internal Revenue Service (IRS), if issued. For individual applicants, the application must include their name, full residential address (including apartment or unit number if applicable), date of birth, and their driver's license or identification card number. Additionally, individual applicants must generally hold a license, have a Social Security number, and attest under penalty of perjury that there are no outstanding excise tax liabilities for the vehicle by themselves, their immediate household family members, or business partners, although the registrar can create exemptions for certain groups like out-of-state students, military personnel, senior citizens, and disabled persons. The bill also mandates a brief description of the vehicle, including its maker and identification numbers, and requires the registration fee to accompany the application, with applicants also needing to comply with chapter 90D, which pertains to the titling of motor vehicles.
