This bill authorizes the Commissioner of the Division of Capital Asset Management and Maintenance (DCAMM), a state agency responsible for managing state-owned buildings and land, to transfer specific parcels of land in Westfield. First, DCAMM can transfer approximately 7.7 acres of land, currently under the care of the Department of Public Health and improved with a storage building, to the Office of the Chief Medical Examiner for the construction of a regional facility. This transfer can allow the Department of Public Health to continue using the existing storage building until it's no longer needed. Second, DCAMM can transfer approximately 3.6 acres of land, which includes the Hampden County Secure Detention Facility, from the Department of Public Health to the Department of Youth Services for their use. Finally, DCAMM can transfer approximately 3.0 acres of unimproved land from the Department of Youth Services back to the Department of Public Health for public health purposes. In all these transfers, the exact boundaries of the land will be determined by DCAMM based on a survey.
