This bill authorizes the commissioner of capital asset management and maintenance to transfer specific parcels of land in Westfield, Massachusetts, to other state agencies for important public functions. Specifically, a roughly 7.7-acre parcel on the west side of East Mountain Road, currently managed by the department of public health and improved with a storage building, will be transferred to the office of the Chief Medical Examiner for the construction of a regional facility, with provisions allowing the department of public health to continue using existing buildings until they are no longer needed. Additionally, a 3.6-acre parcel on the east side of East Mountain Road, which includes the Hampden County secure detention facility, will be transferred from the department of public health to the department of youth services for their use. Finally, an unimproved 3.0-acre parcel adjacent to the department of youth services' new land and the western Massachusetts hospital will be transferred from the department of youth services back to the department of public health for public health purposes. The exact boundaries of these parcels will be determined by surveys conducted by the division of capital asset management and maintenance.
