This bill establishes a special commission to study the potential public health effects and safety concerns associated with electric and magnetic fields (EMFs) generated by electric transmission wires, including overhead lines. The commission, to be appointed by the governor and composed of twelve members, will include legislative leaders, representatives from various state departments such as Environmental Protection, Public Utilities, and Public Health, as well as representatives from the American Cancer Society, the Environmental League of Massachusetts, and the International Brotherhood of Electrical Workers. This commission is tasked with investigating any health risks posed by exposure to EMFs and is authorized to hold hearings and gather testimony from experts and the public. The commission must then report its findings and any proposed legislation to the state legislature by December 31, 2012.
