This bill amends Section 12 of Chapter 32B of the General Laws to establish a board and steering committee when a governmental agency enters into a trust or joint purchase agreement, which is a formal arrangement for multiple public entities to collectively buy goods or services to potentially achieve better pricing or terms. The committee will include members from relevant public authorities, labor representatives nominated by collective bargaining units (which are groups that negotiate on behalf of employees), and a retiree appointed by the Retired State, County and Municipal Association of Massachusetts, with all members having voting rights.
