This bill, titled "Relative to utility data transparency and access," aims to provide municipalities with greater access to energy consumption data from regulated utilities. Specifically, it mandates that upon a written request from a municipal official, utilities must provide aggregate annual energy consumption data for residential, commercial, industrial, and municipal sectors within a municipality for up to five prior years. Additionally, utilities will be required to share anonymized annual energy consumption data at the zip code and census tract levels for households, also for up to five prior years. The bill also includes provisions for daily 15-minute peak demand data for commercial and municipal buildings, and aggregate daily 15-minute peak demand data for the residential sector, both for up to one prior year. Utilities will have 21 working days to respond to data requests, with the department responsible for establishing measures for expedited delivery and recourse for non-compliance. The department is also empowered to create necessary rules and regulations to implement these changes.
