This bill, concerning utility data transparency and access, amends Chapter 25 of the General Laws to grant municipalities the ability to request and receive specific energy consumption data from utilities regulated by the department. Upon a written request from a municipal official, utilities must provide aggregate annual energy consumption data broken down by residential, commercial, industrial, and municipal sectors within a municipality for up to five prior years. They must also supply anonymized annual energy consumption data by household at the zip code and census tract levels for the same five-year period, along with daily 15-minute peak demand data for commercial and municipal buildings for up to one prior year, and aggregate daily 15-minute peak demand data for the residential sector for up to one prior year. Utilities are required to acknowledge these requests within five working days and provide the data within twenty-one working days, with the department empowered to establish measures for expedited delivery and recourse for non-compliance. The department can also create necessary rules and regulations to implement these provisions.
