This bill amends Massachusetts General Laws to prohibit the manufacture and sale of personal care products and over-the-counter drugs containing synthetic plastic microbeads, which are defined as intentionally added solid plastic particles less than five millimeters in size used for exfoliation or cleansing in rinse-off products. Specifically, starting January 1, 2018, the manufacture of personal care products with microbeads will be banned, with an exception for over-the-counter drugs. By January 1, 2019, the sale of such personal care products will also be prohibited, and the manufacture of over-the-counter drugs containing microbeads will be banned. Finally, beginning January 1, 2020, the sale of over-the-counter drugs containing microbeads will be prohibited. Violators will face penalties ranging from $1,000 to $10,000 per offense.
