This bill authorizes the Department of Conservation and Recreation (DCR) and the city of Worcester to collaborate on creating and operating a multi-purpose rectangular field, likely a synthetic turf playing field, at Lake Avenue Park in Worcester. The agreement, which can be a lease or management agreement and will last for 30 years, allows the city of Worcester to construct the field and related facilities, such as grandstands, lighting, and concession stands, at its own expense. The city will be responsible for the maintenance, repairs, and utility costs of the facility. Once operational, the Worcester Parks and Recreation Commission will oversee the field, with a priority for use by city high school teams, but no priority for city residents in general. The city can charge fees for the use of the facility, with revenue going into a special fund, and can also enter into "naming rights" agreements with sponsors. The city will be responsible for obtaining all necessary environmental and construction permits and must comply with state laws regarding public construction projects.
