This bill authorizes the Department of Conservation and Recreation (DCR) and the city of Worcester to collaborate on creating and operating a multi-purpose rectangular field, likely for sports, at Lake Avenue Park in Worcester. Specifically, the DCR commissioner can enter into an agreement with the city, which will be responsible for acquiring the necessary rights, constructing the synthetic turf field and related facilities like grandstands, lighting, and concession areas at its own expense. This agreement can be a lease or management agreement and will last for 30 years, with the city handling all maintenance, repairs, and utility costs. Once operational, the Worcester Parks and Recreation Commission will oversee the facility, with a priority for use by city high school teams, though no other priority will be given to city residents over others when granting permits.
