This bill amends Section 20 of Chapter 8M of the General Laws to increase penalties for junior operators, defined as young drivers with a learner's permit or junior operator license, who violate laws regarding the use of mobile telephones and hands-free mobile electronic devices while driving. For a first offense, a junior operator will face a $100 fine and a 60-day license suspension, requiring them to complete a program aimed at changing young drivers' attitudes before their license can be reinstated. Subsequent offenses carry escalating penalties: a $250 fine and a 180-day suspension for a second offense, and a $500 fine and a one-year suspension for a third or subsequent offense. Additionally, the registrar, who oversees driver licensing, will impose a $250 reinstatement fee on any junior operator seeking to get their license back after a suspension under these provisions.
