This bill directs the Commissioner of the Department of Energy Resources to create and manage a grant program that offers rebates to consumers who buy or lease eligible plug-in electric vehicles, which are defined as vehicles primarily made for public roads, not modified from their original specifications, acquired for personal use (not resale), weighing no more than 8,500 pounds, capable of at least 55 miles per hour, rechargeable from an external electricity source, and significantly powered by an electric motor drawing from a battery. The rebate amount will be $2,500 for vehicles with a battery capacity of 10 kilowatt-hours or more, and $1,500 for vehicles with a battery capacity between 4 and less than 10 kilowatt-hours. The Commissioner is also empowered to create the necessary rules and regulations for this program.
