This bill modifies the requirements for distinctive registration plates, specifically by reducing the minimum number of applications needed for a new plate design from 1,500 to 750, and also changes the number of required applications for a plate to be considered for production from 2 to 5. The Registrar of Motor Vehicles, who manages vehicle registration and licensing, will be required to produce an impact report within one year of the act's implementation, detailing its effects on the registry's finances, the number of distinctive plates issued, and any associated costs or savings, and this report must be submitted to legislative committees by January 15, 2017, with the entire act taking effect 180 days after its passage.
