This bill amends Massachusetts General Laws Chapter 90, which governs motor vehicles, to allow for the display of decorative plates on the front of vehicles under certain conditions. Specifically, it defines a "Decorative Plate" as one not issued by the Registry of Motor Vehicles (RMV) and not intended to be mistaken for legal identification. The bill changes the requirement for displaying number plates: previously, vehicles needed one at the front and one at the rear, but now, if the RMV issues two plates, one must be attached to the rear, and the other may be attached to the front or returned to the RMV. Crucially, it adds a provision that vehicles displaying only one number plate at the rear are permitted to attach a decorative plate to the front of the vehicle.
