This bill authorizes the town of Montague to issue one additional license for the sale of alcoholic beverages that are not to be consumed on the premises, specifically for LING LING, Corp. d/b/a Montague Village Store, located at 60 Main Street in the Montague Center Village. This special license, governed by section 15 of chapter 138 of the General Laws, allows for the sale of all alcoholic beverages for off-site consumption and is an exception to the general rules regarding liquor licenses, as it overrides section 17 of the same chapter. Once issued, the license cannot be transferred to a different location, but it can be granted to a new applicant at the same location if the applicant demonstrates good standing with the department of revenue and has paid all applicable taxes. If the license is canceled, revoked, or no longer in use, it will be returned to the licensing authority, which can then grant it to a new applicant at the same location under the same conditions.
