This bill authorizes the town of Montague to issue one additional license for the sale of alcoholic beverages that are not to be consumed on the premises, specifically to LING LING, Corp. d/b/a Montague Village Store, located at 60 Main Street. This exception is made despite a general rule in chapter 138 of the General Laws, which typically limits the number of such licenses. The license, once granted, cannot be moved to a different location but can be transferred to a new applicant at the same location if they demonstrate good standing with the departments of revenue and unemployment assistance regarding taxes, fees, and contributions. If the license becomes inactive, it will be returned to the licensing authority, who can then grant it to a new applicant at the same location under the same conditions. This act will become effective immediately upon its passage.
