This bill authorizes the town of Maynard to grant six additional licenses for establishments that sell all types of alcoholic beverages intended to be consumed on the premises, and one additional license for businesses selling only wines and malt beverages that are not to be consumed on the premises. These new licenses are being made available despite a general restriction found in section 17 of chapter 138 of the General Laws, which typically limits the number of licenses a town can issue. The bill also allows Maynard's licensing authority to require that holders of these new licenses also possess a common victualler license, which is a license to operate a food service establishment. Furthermore, the bill states that these new licenses cannot be transferred to a different location, although a license can be reissued to a new applicant at the same location if the previous license is no longer in use and the applicant meets certain tax and fee requirements with state departments.
