This bill authorizes the town of Stoughton to issue six additional licenses for establishments to sell all types of alcoholic beverages for consumption on-site, overriding a general state law (section 17 of chapter 138 of the General Laws) that might otherwise limit such licenses. These new licenses are specifically for businesses located within Stoughton's central business district, as defined by its zoning map from May 1, 2014, and will be granted and regulated by the town's licensing authority, subject to the conditions of chapter 138 of the General Laws, excluding section 17. The bill also stipulates that these licenses cannot be moved outside the central business district, but can be transferred to new applicants within the district if they demonstrate good standing with the department of revenue and the department of unemployment assistance regarding taxes, fees, and contributions. If a license becomes available, it will be returned to the town's licensing authority and can be reissued to a new applicant within the central business district under the same terms.
