This bill authorizes the town of Stoughton to issue six additional licenses for establishments that sell all types of alcoholic beverages intended for consumption on-site, which is a type of license governed by chapter 138 of the General Laws. These new licenses are an exception to a general rule (section 17 of chapter 138) that limits the number of such licenses a town can grant, and they will be specifically for businesses located within Stoughton's central business district, as defined by its zoning map from May 1, 2014. The town's licensing authority will have the power to approve these licenses and set specific conditions for them, and any license granted under this act cannot be moved to a location outside the central business district, though it can be transferred to a new applicant within the district if they meet certain tax requirements. If a license becomes available, the town can reissue it to a new applicant within the central business district under the same terms.
