This bill authorizes the town of Stoughton to issue six additional licenses for establishments to sell all types of alcoholic beverages for consumption on-site, which is a change from the usual state law limitations. These new licenses are specifically for businesses located within Stoughton's central business district, as defined by its zoning map from May 1, 2014, and will be subject to the town's licensing authority's approval and conditions, with the exception of a specific state law provision (section 17 of chapter 138 of the General Laws) that typically governs license numbers. Importantly, these licenses cannot be transferred to another entity for three years from their original issuance, nor can they be moved to a location outside the central business district, and they must be clearly marked as being for "Central Business District Only." If a license is no longer in use at its original location, it will be returned to the licensing authority, which can then grant it to a new applicant within the central business district under the same terms, provided the applicant meets certain requirements, including obtaining letters from the state's departments of revenue and unemployment.
