This bill establishes a special commission to investigate and study the impact of undocumented aliens, meaning individuals residing in the Commonwealth without legal immigration status, on various aspects of Massachusetts. The commission will examine both positive and negative effects, including economic impacts like tax revenue and the costs associated with providing services mandated by federal law, as well as public safety, education, health, social services, business competition, workforce development, and housing. It will also review the roles of federal, state, and local governments in addressing the needs and costs of services for these residents, and examine how other states are responding to an increase in undocumented populations. The commission, composed of legislative leaders, state officials, and appointed experts, will then make recommendations to the state legislature, along with any proposed legislation, by June 30, 2014.
